It could be a battery issue but more likely is because of relatively small capacity wiring and the pump design.Is this a battery issue?

The pumps use power in repeating surges so there can be a minor voltage drop in the system that pulses the lights.
I would be concerned if you don't see other battery related issues. Most of us see that , I think.
That would probably be because the two have different water flows. A restrictor in the sink faucet would probably get rid of it but isn't needed. The sink faucet may have had the flow restrictor removed in the past as that is pretty common. Toilets tend to be very short duration water use so no time to hear pulse sometimes.Thank you much.

Odd thing I just witnessed was it only does this when using kitchen sink. Flushing the toilet is ok. No pulsing of pump.
