1998 American Cruiser Hot Water Temp & Pressure valve removal.

Asking for a friend.* 1998 American Cruiser.* Hot water tank needs T&P valve. I've only worked on newer (than this) RVs.* Ones that have an aluminum hot water tank.* It appears that this one is steel (iron).* The T&P* valve appears to*be pretty*well fused/rusted/galvanized etc. to the tank. Valve is brass.* I have not given it my all yet, as we were out camping*last weekend and my access to tools was limited.*

It's been soaking in PBlaster for a few days.* I hope to have a chance at it later this week.* It is not terribly accessible*for side leverage. Any suggestions for removal of the valve? Heat? Leverage? Alternative solutions?

I would say remove if you need to. When I've flipped my valve open to release pressure the water sprays everywhere and the dirverter plate does little to prevent splashing inside the cover. Perhaps it is there to keep someone from doing something stupid like releasing scalding water, but as long as the rubber cover over the limiter switches is intact, water splash shouldn't hurt anything.
