Attaching to cinyl

I use the hanging shoe thing, etc in the closets but do not seem to find a product that I can attach the back of it to the
Vinyl at the back ceiling don't want to use staples and attach to back wall as I might puncture something. The front is on the rod
and I want the back against the wall or ceiling to
extra room and make it hang level
I moved the hook part of the shoe thing closer to front so it fits right into the spot

I can't seem to get anything to stick to the vinyl
I have tried sticky velcro, hard as nails crazy glue

Try RTV. It holds quite well to most plastics and can usually be peeled off without permanent damage. I use it to glue on those 3M hooks.
