Self Service Air Filter Changing

Hello... Changing the fresh air cabin filter is a snap, but what is the proper, or best method of changing the carburator flat filter located under the Cabin filter on a V6 1997 Rialta? There is a front windshield washer fluid reservoir directly in the front of the filter. It has a extention tube that appears to be removable.. How? Also what other parts or pieces must be removed for the replacement of this filter??
