Instrument Panel Repair

I recently purchased a 1998 Rialta RD. The entire Instrument Panel (Speedometer, Tachometer, Temperature & Fuel Gauge) do not work.

Ive checked Fuse #3, for Instruments and License Plate Lights, and its OK and the License Plate Lights do work.

Does anyone have any experience or suggestions regarding this? Thanks.

I also have a 98 Rialta that the complete instrument Panel quit working.
