Change or not change the transmission fluid?

I have a 1999 Rialta HD. I've heard that the transmission fluid should not be changed but the manual says every 40K miles. My concern is that my Rialta only has 11K miles on it but it is 13 years old so my question is, due to it's age should I change the transmission fluid or not?

I would call a VW dealer & ask. I have 39 000 on mine & have not changed it as of yet.
