Marco, it's not a speed limiter or governor, but a limit it reaches when you've reached the limit of safety with the tires that are factory equipped.
The PCM, (powertrain control module), cuts the fuel and timing back on the engine so it won't go any faster above this limit.
You can buy computer modules that somewhat bypass the PCM and give you more power and control of your top speed etc. Plus some of them let you adjust the shift points of the transmission to better suit your own preferences.
