Default simple plumbing question

95 Pleasureway. Under the sink, coming off of the water pump,is a clear plastic 1/4" hose attached to a ballcock and ending in thin air. Should this be attached or is it a vent of some kind? Should the valve be open or closed?

It might have gone to a filtered water faucet, or it could be an air bleed for getting the pump to prime or for gravity draining of the system.

If it's on the input side of the water pump, and it's a T valve, I would think it was used to feed plumbing antifreeze into the system for winterizing. They would simply put the pipe in a jug of antifreeze, turn the valve, and run the pump.
