More specifically, it is the gear ratio's that prevent running in higher gears. Or, ok, not enough low rpm torque/hp.
The C8 Corvette has 8 speeds, but it has the low rpm torque/hp to use them at it's weight. The Promaster does not at 3500 Class B weights.
