locking bicycle carrier top on van

wonder if their is a good way to make a locking bicycle carrier on top of a raised top van or regualr van as far as that is concerned . not an enclosed , just something where you can lock a bicycle securly to or would a roof rack be the best and easiest and good secure locks ??
