Smile 1998 Road Trek paint bubbling and peeling.

Hello, fellow RVers,
I recently acquired a 1998 Road Trex. Since I've owned it, I've replaced the air conditioner, hot water heater, shocks, brakes and many other things to bring this unit up to being a trustworthy traveler. I've put thousands into refurbishing this unit because it has good bones. Everything has been resealed and is weathertight. Only 58,000 and most everything works as it should.
My last concern is the paint. Back in the nineties, all the manufactures were using primer, and paint that wasn't compatible with each other. I have bubbling and peeling going on. My question is. How is this best fixed? Does it need to be stripped to the metal, or fiberglass and start from scratch? I don't mind putting the work in but I certainly only want to do it once. Any advice would be greatly appreciated. Thanks!
