If it has an electronic control it may be a wavefrom issue with the inverter, especially if it is modified sine wave. Startup current is also very high on some heaters so it could be tripping the inverter high current limit.
You will need a lot of battery capacity to run an electric heater and get any real benefit for more than a short time.
