A lot of good information in the replies. I would add that a high quality voltmeter should be used. It can make a difference. Or at least take the same measurement with two different meters. You are very likely going to see some difference and in some cases, quite a bit.

While not portable, I have a bench meter that has a built in stable reference voltage. Just about as pure of a direct current source can be. I sometimes use it to check other meters. Surprising how much difference there can be.
