We drove Durango to Ouray last month. It is not that bad but agree I wouldn't want to drive it in snow as the article mentioned. I can think of several that are worse and could not be driven by anything larger than a B. 18 wheeler semi trucks and Class A RVs with toads can negotiate the Million Dollar Highway so it isn't that bad. It is spectacular.
As for Bolivia, there are several roads other than the one they mentioned that are worse than anything you'll find in North America. I've been on a couple of them as a passenger not a driver. They are indeed scary.
